Whether a journal is free or paid is not a criterion for credibility. Many journals publish both open-access and non-open-access. The key is that the journal must be indexed in credible databases (ISI, Scopus, PubMed, ISC, or ministry-approved) and the article must be accepted and published.

Costs vary significantly based on multiple factors: whether the article is ready or needs extraction from the dissertation, field of study, university, journal type (domestic/international), indexing (ISI/ISC/SCOPUS/PUBMED), quartile (Q), and timing. The acceptance letter is issued after review and acceptance, on the journal’s letterhead with the editor’s signature and stamp, including date, volume, and issue. The letter is also recorded in the journal’s user panel, where all documents from submission to reviews are accessible and downloadable. For pre-defense/defense, the student must provide the panel username/password and acceptance letter to the university.

A PhD student must, before defense, publish or obtain official acceptance for at least one ISI, Scopus, or PubMed article extracted from the dissertation in a credible journal. The student (first author) and supervisor/advisor must be listed as authors. Acceptance is only valid in credible ISI, Scopus, or ISC-indexed journals. The acceptance date must be after the final approval of the proposal and dissertation code but before the defense permission request. Using invalid journals will result in article rejection.
